  春潮涌动处,奋进正当时。2026年山东两会召开,为全省高质量发展擘画蓝图,也让海内外侨胞目光聚焦齐鲁热土。作为党和政府联系侨界群众的桥梁纽带,侨联组织如何凝聚侨心侨智侨力,为山东高水平开放赋能?海报新闻记者专访中国侨联兼职副主席,山东省侨联党组书记、主席,山东省人大常委会委员李兴钰,探寻山东侨联的奋进足迹,解读侨界力量的独特价值,共话“十五五”开局之年侨务工作新征程。

  记者:李主席您好,现在很多人对侨、对侨联工作还不是很熟悉,请您简单给大家介绍一下。

  李兴钰:也经常有朋友问我:什么是侨,侨联是做什么的?大家对“侨”这个概念,感觉到既熟悉又陌生。侨,通俗的讲就是海外的中国人,是散布在世界各地的中华游子。习近平总书记指出,实现中华民族伟大复兴,需要海内外中华儿女共同努力。侨就是海外的中华儿女,这支跨越山海的力量,既是中华民族走向世界的重要纽带,更是海内外中华儿女大团结的坚实基础,彰显中国独有的鲜明特色与发展优势。而侨联,就是联系这些海外儿女的桥梁和纽带,是党和政府联系侨界群众的重要桥梁和纽带,也包括广大归侨侨眷。

  记者:2026年是“十五五”开局之年,是承前启后、乘势而上推进中国式现代化新的历史起点。请问您,回顾过去一年的工作,省侨联在团结、凝聚侨界力量、服务国家战略和全省大局方面做出了哪些新的成绩?

  李兴钰:2026年是“十五五”开局之年,意义非凡、至关重要。在谋划新的工作的同时,我们不妨回顾 2025 年山东侨联的奋斗历程,概括起来,主要是抓好了四件大事。

  第一,凝聚侨心,就是拉近距离、心往一处想。我们始终把思想政治引领摆在首位,把学习贯彻习近平总书记关于侨务工作的重要论述贯穿工作全过程,通过组织侨胞侨领进行国情研修、侨团交流等多种形式,加强侨胞的思想政治引领。不管是给海外侨胞写“家书”诉乡情,还是邀请各国侨团侨领来山东看看我们的发展、感受家乡的变化,亦或是开展的海外华人同祭孔、海外人才孔子文化研学活动,我们都把思想政治引领融在其中,让侨胞始终与党同心、与祖国同向、与山东同行,让这份刻在骨子里的家国情怀,成为咱们最牢的精神纽带。

  第二,汇集侨智,就是广纳贤才、智往一处聚。侨界藏龙卧虎,有诺奖得主、院士这样的顶尖人才,还有各行各业的海外精英,咱们就是要搭好平台把这些智慧攒起来!围绕山东重点产业发展需求,我们推动“侨智+产业”深度融合,联合科研院所、高校对接海外优质人才资源,把海外的先进技术、创新理念引回来,让侨界的聪明才智真正用在山东高质量发展的刀刃上,让每一份智慧都能在齐鲁大地上开花结果。

  第三,发挥侨力,就是调动侨的资源、劲往一处使。去年咱们把“侨助千企万品出海”行动作为工作重点,创新构建“政策支撑、情感赋能、平台对接”三位一体服务体系,专门印发实施意见为企业出海保驾护航。我们办了一场又一场精准经贸对接会,联动海内外侨团侨商,把山东的特色鲁品、优质企业推到世界各地,还帮企业建设海外仓、搭建展示厅,让侨界的渠道、人脉、资源变成实实在在的发展动力,让山东的企业和产品出海更顺畅,让山东与世界的合作更紧密。另外,我们还深入济南、青岛等地开展调研,组织“侨聚上合”“专家走基层”等活动,推荐的“半导体激光雷达项目”,入选了全国侨联“侨动力”十佳案例,用侨智侨力给企业发展添足底气。

  第四,维护侨益,就是遇事撑腰、让侨胞没有后顾之忧。侨胞在外打拼不容易,在家乡发展更得有法治保障、有“娘家人”撑腰。山东作为长江以北重点侨乡省份,始终高度重视侨界权益保护,在已有的《山东省归侨侨眷权益保护条例》的基础上,又出台了《山东省华侨权益保护条例》,侨的权益保护有了法律支撑。我们侨联还建立健全“法侨、检侨、司侨和税侨”合作机制,为侨胞提供周到细致的服务,让侨胞在山东干事创业、生活发展,做到无后顾之忧。

  说到底,侨联永远是侨胞的“娘家人”。我们会继续扛牢政治责任,搭好桥、牵好线、服好务,让海内外侨胞心往一处想、智往一处聚、劲往一处使,一起为新时代社会主义现代化强省建设添砖加瓦,共同为中华民族伟大复兴贡献山东侨界力量!

  记者:提到山东的高水平开放,侨胞绝对是绕不开的重要力量。您能和我们聊聊,侨胞对山东发展到具有哪些优势和作用?

  李兴钰:应该这么讲,山东的对外开放之路,从一开始就刻着“侨”的印记。改革开放初期,在山东发展起步的关键时刻,老一代归侨侨眷倾注毕生积蓄投身家乡建设,为山东带来了一颗赤子之心和第一笔外资,做起了第一家外资企业。以陈江和、谢国民、郑芷荪为代表的广大侨商,在山东先后开设侨资企业近7000多家,有力支持了山东改革开放和现代化建设。丁肇中、曾呈奎、郑守仪、吴立新等一大批科学家为山东科技发展呕心沥血、贡献力量。有一年,丁肇中先生怀着深厚家乡情11次回山东,为山东发展献计出力。

  那么,如何最大程度把广大侨胞中蕴藏的巨大能量汇聚和发挥出来,我觉得首先要认识到,对于山东的发展来说,海外侨胞3个方面的优势:

  一是情感和文化优势。海外侨胞与祖(籍)国有天然的感情,这是根植于内心深处的质朴情怀,这是中华儿女与生具有的鲜明文化烙印和共同精神基因。总书记说,“华侨一个最重要的特点就是爱国、爱乡、爱自己的家人。这就是中国人、中国文化、中国人的精神、中国心。”

  二是人才和人脉优势。我国海外侨胞人数多、分布广、人才荟萃。海外华侨华人数量已达6000多万,分布在世界近200个国家和地区,我们山东也有100多万海外侨胞,这是我们与世界合作交流的重要桥梁和纽带。政治上有地位、经济上有实力、专业上有造诣、社会上有影响、国内海外有了解的海外侨胞日益增多。

  三是资金和产业优势。广大海外侨胞特别是侨商资本实力雄厚,其商业网络遍布世界,福布斯亚洲发布“2023马来西亚富豪榜”,前三大富豪均为华人。中国侨商会800多家会员企业中,相当部分是经济实力强、在国内投资较大的企业。大家想一想,改革开放以来,中国吸收的外国直接投资中,60%以上为侨资,引进的外资企业中70%为侨企,我们山东的第一笔外资是侨资、第一个外资企业是侨资企业,目前山东最大的外资企业也是侨资企业,有力支持了山东改革开放和现代化建设,侨的力量不可小觑。

  所以,面对“十五五”规划擘画的宏伟蓝图,作为侨联组织,我们一定要打好“侨”牌,积极引导和鼓励广大海外侨胞发挥对外交流民间使者的独特优势,用“润物细无声”的方式巧妙地在海外为中国代言发声,让海外社会了解真实、立体、全面中国和山东,把“亲情”“乡情”“友情”化为奋斗动力,努力把广大侨胞中蕴藏的巨大能量凝聚起来、发挥出来,为“走在前、挑大梁”,奋力谱写中国式现代化山东篇章贡献侨界独特力量。

  记者:省政府工作报告中提出,山东要奋力推进高水平对外开放。请问省侨联在调动侨界资源服务全省“出海”“招商”大局方面,有哪些具体行动和成效?

  李兴钰:近年来,为服务山东高水平开放,我们陆续打造了“创业中华·兴业齐鲁”“侨聚齐鲁”“侨连五洲·鲁贸全球”等工作品牌。2025年,为服务我省企业与优质产品拓展海外市场,我们牵头开展了“侨助千企万品出海”行动,主要目的就是立足侨界遍布全球的资源优势,通过“织网、搭台、布点、赋能”综合发力,激活侨界资源“富矿”,搭建政企侨协同“快车道”,为山东企业扬帆出海、优质产品联通世界注入强劲侨动力。

  一是织网:政企侨商手拉手,凝聚出海合力。举全省侨联系统之力谋篇布局,在全国侨联系统率先出台《“侨助千企万品出海”行动实施意见》,明确目标任务与保障措施,筑牢政策“压舱石”。在省商务厅等职能部门大力支持下,积极对接驻境外商务代表处、金融机构,携手海外侨社团商会、知名侨商,借势其全球人脉与市场资源,搭建“政府引导、企业主体、侨界助力”的协同格局,打破信息壁垒,让出海合力聚沙成塔。

  二是搭台:经贸对接点对点,促成务实合作。以“精准匹配、高效对接”为导向,我们聚焦重点产业与市场,搭建经贸交流平台,让企业与海外资源“零距离”牵手。行动以来,累计举办线上线下对接会、洽谈会52场,覆盖农产品加工、机械制造、电子信息等优势产业,促成合作金额近18亿元。在第四届儒商大会上,邀请30位海外侨领共话合作;联合省商务厅及德州市委、市政府打造“侨连五洲·鲁贸全球”系列活动,14家德州单位现场签约;瞄准南美市场潜力,举办供采对接会,达成1.6亿元合作。从“规范撒网”到“精准滴灌”,让每一场对接都结出务实硕果。

  三是布点:海外服务面对面,筑牢支撑体系。为破解企业出海“后顾之忧”,我们创新服务模式,把服务阵地搬到海外一线,在欧美、东南亚、中东等重点市场设立6家“侨助出海”海外服务站,成为山东企业扎根海外的“桥头堡”。服务站以侨界人士为骨干,凭借对当地法规、市场、文化的熟悉,为出海企业提供政策咨询、市场调研、项目对接、纠纷调解等细致周到服务,打通服务保障“最后一公里”,让企业出海更有底气、更添信心。

  四是赋能:全链指导实打实,提升出海硬实力。针对企业出海面临的数字转型、市场运营等难点,我们指导山东东盟人才产业研究院,打造“侨助千企万品出海”系列沙龙,已成功举办三期。沙龙以“实战赋能”为核心,构建“数字出海—数据驱动—本土化运营”进阶体系,邀请海外市场专家、资深侨商分享案例、答疑解惑,提供出海全流程指导。同时搭建企业经验共享平台,助力抱团出海、协同发展,让山东企业的海外竞争力持续升级。今年,我们将继续深耕“政企侨”协同模式,完善对接、服务、赋能体系,凝聚侨心、汇聚侨智、发挥侨力,助力更多山东企业破浪远航、更多山东产品享誉全球。

  记者:党的二十届四中全会为国家“十五五”时期发展擘画了宏伟蓝图,也为山东加快建设现代化强省、推进高水平对外开放指明了方向。全省上下正深入学习贯彻全会精神,抢抓发展机遇、厚植开放优势。您想对海外侨胞说些什么?

  李兴钰:党的二十届四中全会刚刚圆满闭幕,高质量发展的东风正吹遍神州!侨联人心里也满是干劲,更想把家乡的好消息、新机遇,讲给海外的侨胞们听。恰逢山东GDP迈过10万亿大关,成为全国第三个、北方首个GDP过10万亿的省份,发展底气更足、活力更盛、机遇更多。这片浸润着齐鲁文化底蕴的热土,正以昂扬之姿向世界敞开怀抱,也盼着与海外侨胞共赴发展新程。我有很多话想对海外侨胞说:

  我想对广大海外侨胞说:山东创业环境更优,侨商发展有底气。国家坚定不渝激发经营主体活力,民营经济发展获得实打实的法律护航与制度支撑,从市场准入到公平竞争,从要素保障到权益维护,全链条筑牢发展基石。侨商回国创业,不仅能享受到人才引进、项目扶持等精准政策红利,更能在市场化、法治化、国际化的营商环境中大展拳脚,发展路子越走越宽、前景越拓越广!

  我想对广大海外侨胞说:山东开放大门更大,合作空间超广阔。祖国正以更大力度推进高水平对外开放,高质量共建“一带一路”走深走实,山东作为黄河流域对外开放门户、中国东部沿海重要枢纽,正搭建起更多高能级合作平台。无论是引资引智、产业链协同、跨境贸易,还是文化交流、国际市场开拓,侨胞们兼具中外视野、通晓两地规则、手握多元资源的独特优势都能充分彰显,处处都是双向赋能、合作共赢的好契机。

  我想对广大海外侨胞说:山东发展舞台更实,侨力建功正当时。“十五五”的宏伟蓝图已经绘就,新质生产力加速崛起,产业链强链补链蹄疾步稳,乡村振兴、海洋强省、文旅融合等重点领域多点开花。国家始终高度重视侨界的智慧和力量,侨胞们既可投身科技创新、产业升级的浪潮,也可担当中外文化交流、经贸合作的桥梁,在服务家乡发展、助力祖国现代化建设的进程中,找准自身定位、实现人生价值,与时代同频共振、同向而行!

  广大海外侨胞始终心系桑梓、爱国爱乡,如今山东发展正当时,机遇就在眼前。让咱们一起赓续华侨精神,以侨为桥、同心携手,把侨界的活力和智慧汇聚起来,为家乡发展、为祖国的现代化建设添砖加瓦,一起共享发展成果,共谱美好新篇!

  Amidst the billowing spring tide, strides are being taken in pursuit of progress. The convening of Shandong’s“two sessions”in 2026 has charted a blueprint for the province’s high-quality development, drawing the attention of overseas Chinese communities to the dynamic land of Qilu. As a bridge linking the Party and government with overseas Chinese, how do organizations such as the Federation of Returned Overseas Chinese unite their hearts, wisdom, and strength to empower Shandong’s high-level opening-up? Reporters from Haibao News interviewed Li Xingyu, Part-time Vice Chairman of the All-China Federation of Returned Overseas Chinese, Secretary of the Party Leadership Group and Chairman of the Shandong Federation of Returned Overseas Chinese, and member of the Standing Committee of the Shandong Provincial People’s Congress. Together, they explored the inspiring journey of the Shandong Federation of Returned Overseas Chinese, decoded the unique value of overseas Chinese contributions, and discussed the new path for overseas Chinese affairs in the opening year of the 15th Five-Year Plan period (2026-2030).

  Reporter:Good day, Chairman Li. As many in our audience may not be fully acquainted with the terms “overseas Chinese” and the work of the Overseas Chinese Federation, could you please provide a brief introduction?

  Li Xingyu:Indeed, I am often asked to explain what we mean by “overseas Chinese” and what functions the Overseas Chinese Federation performs. There is a sense of familiarity, yet also some ambiguity, surrounding the concept. In essence, “overseas Chinese” refers to Chinese nationals living abroad—our compatriots dispersed across the world. General Secretary Xi Jinping emphasized that national rejuvenation requires the concerted efforts of all thesons and daughters of the Chinese nation, both in and outside the country. Overseas Chinese constitute a vital part of this global community. This formidable force, spanning continents and oceans, serves not only as a crucial bridge linking the Chinese nation to the wider world but also as a solid foundation for the great unity of all Chinese people worldwide. It represents a distinctive feature and an advantage of China’s development. The Overseas Chinese Federation, in turn, acts as the institutional bridge and link to these compatriots overseas. It is an important conduit connecting the Party and the government with the masses within the overseas Chinese community, including returned overseas Chinese and their family members residing in China.

  Reporter:The year 2026 marks the beginning of the 15th Five-Year Plan period (2026-2030). It is a pivotal historical starting point for building on past achievements and leveraging current momentum to advance Chinese modernization. Looking back on the work of the past year, what new accomplishments has the ShandongFederation of Returned Overseas Chinese made in uniting and rallying the strengths of the overseas Chinese community, and in serving national strategies and the overall development of ShandongProvince?

  Li Xingyu:The year 2026, as the inaugural year of the 15th Five-Year Plan period (2026-2030), is exceptionally significant and crucial. While planning for new tasks, we may reflect on the endeavors of the Shandong Federation of Returned Overseas Chinese in 2025. Our work over the past year can be summarized into four main areas.

  First, we have strengthened the solidarity of overseas Chinese. Andwe have brought them closer together and fostered a shared sense of purpose. We consistently prioritize political education and ideological guidance, integrating the study and implementation of General Secretary Xi Jinping’s important directives on overseas Chinese affairs into all aspects of our work. By organizing national conditions seminars and exchange events for overseas Chinese communities and leaders, we have enhanced their political awareness and ideological alignment. Whether through writing heartfelt “letters from home”to overseas compatriots, inviting overseas Chinese leaders to visit Shandong to witness our development and experience the changes in their hometowns, or organizing activities such as overseas Chinese participation in Confucius worship ceremonies and cultural study programs on Confucianism for overseas talents, we have seamlessly integrated political education and ideological guidance. This ensures that overseas Chinese remain aligned with the Party, share the same direction as the motherland, and walk hand in hand with Shandong. Their deep-seated patriotism has become the strongest spiritual bond.

  Second, we have gathered the wisdom of overseas Chinese. We have broadly recruited talents and pooled their intellectual resources. The overseas Chinese community is full of outstanding talents, including top-tier experts such as Nobel laureates, academicians, and elites from various fields. Our goal is to build platforms to harness this collective wisdom. Aligned with Shandong’s key industrial development needs, we have promoted the deep integration of “overseas Chinese expertise + industries.” By collaborating with research institutions and universities, we have connected with high-quality overseas talent resources, introducing advanced technologies and innovative ideas to Shandong. This ensures that the wisdom of overseas Chinese contributes directly to Shandong’s high-quality development, allowing every idea to bear fruit in the land of Qilu.

  Third, we have mobilized the strength of overseas Chinese. We have leveraged their resources and channeled their efforts toward common goals. Last year, we focused on the “Overseas Chinese-Assisted Export of Enterprises and Products” initiative, innovatively establishing a trinity service system of “policy support, emotional empowerment, and platform connectivity.” We issued specific implementation guidelines to support enterprises in expanding overseas. We organized numerous targeted economic and trade matchmaking events, collaborating with overseas Chinese organizations and entrepreneurs to promote Shandong’s specialty products and high-quality enterprises worldwide. We also helped enterprises set up overseas warehouses and exhibition halls, transforming the channels, networks, and resources of overseas Chinese into tangible drivers of development. This has made it easier for Shandong’s enterprises and products to go global and strengthened Shandong’s cooperation with the world. Additionally, we conducted in-depth research in cities like Jinan and Qingdao, organized events such as “Overseas Chinese Gathering at the SCO” and “Experts Going to the Grassroots”.The “Semiconductor Lidar Project” we recommended was selected as one of the top 10cases in the “Overseas Chinese Dynamics” initiative by the All-China Federation of Returned Overseas Chinese. These efforts have fully utilized the wisdom and strength of overseas Chinese to empower enterprise development.

  Fourth, we have safeguarded the rights and interests of overseas Chinese. We have stood up for them and ensured they have no worries. Overseas Chinese face challenges while striving abroad, and they deserve legal safeguards and the backing of their “maternal home”when developing their careers in Shandong. As a key province for overseas Chinese in northern China, Shandong places great emphasis on protecting the rights and interests of overseas Chinese. In addition to the existing “Regulations on the Protection of Rights and Interests of Returned Overseas Chinese and Their Relatives in Shandong Province,” we have introduced the “Shandong Province Regulations on the Protection of Overseas Chinese Rights and Interests,” providing a legal foundation for safeguarding their rights. We have also established and strengthened collaborations with judicial, procuratorial, judicial administrative, and taxation authorities to provide comprehensive and meticulous services for overseas Chinese. This ensures that overseas Chinese can pursue careers, live, and develop in Shandong without any concerns.

  In essence, the Federation of Returned Overseas Chinese will always be the “maternal home” for overseas Chinese. We will continue to shoulder our political responsibilities, build bridges, forge connections, and provide quality services, ensuring that overseas Chinese both at home and abroad unite with a shared purpose, pool their wisdom, and join efforts with one heart. Together, we will add our momentum to the endeavor of building a modern socialist strong province in the new era and contribute the strength of Shandong’s overseas Chinese community to the great rejuvenation of the Chinese nation!

  Reporter:When discussing Shandong’s high-level opening-up, the role of overseas Chinese is undoubtedly an indispensable and vital force. Could you share with us what advantages and contributions overseas Chinese bring to Shandong’s development?

  Li Xingyu:It’s fair to say that the path of Shandong’s opening-up has been marked by the imprint of overseas Chinese from the very beginning. During the early stages of reform and opening-up, at a critical moment when Shandong’s development was just taking off, the older generation of returned overseas Chinese and their families invested their lifelong savings in the construction of their hometown. They brought to Shandong not only their heartfelt dedication but also the first wave of foreign investment, establishing the first foreign-funded enterprises here. Represented by figures such as Chen Jianghe, Xie Guomin, and Zheng Zhisun, numerous overseas Chinese entrepreneurs have established nearly 7,000 overseas Chinese-funded enterprises in Shandong, providing strong support for the province’s reform, opening-up, and modernization. A large number of scientists, including Ding Zhaozhong, Zeng Chengkui, Zheng Shouyi, and Wu Lixin, have dedicated their efforts and made significant contributions to Shandong’s scientific and technological development. One year, driven by his deep affection for his hometown, Mr. Ding Zhaozhong returned to Shandong 11 times to offer advice and support for Shandong’s progress.

  So, how can we best pool and leverage the immense potential of overseas Chinese? I believe we must first recognize the three key advantages they bring to Shandong’s development:

  First, emotional and cultural advantages. Overseas Chinese have a natural bond with their ancestral homeland—a deep-rooted and heartfelt connection. This represents the distinct cultural imprint and shared spiritual identity inherent to all Chinese people. As General Secretary Xi said, “A defining characteristic of overseas Chinese is their patriotism, love for their hometown, and devotion to their families. This is what it means to be Chinese, the essence of Chinese culture, the spirit of the Chinese people, and the heart of China."

  Second, talent and network advantages. Overseas Chinese are numerous, widely distributed, and rich in talent. There are now over 60 million overseas Chinese spread across nearly 200 countries and regions worldwide, with more than one million originating from Shandong. They serve as vital bridges and links for Shandong’s cooperation and exchanges with the world. An increasing number of overseas Chinese hold significant political influence, possess economic strength, boast professional expertise, enjoy social prestige, and maintain a strong understanding of both China and their countries of residence.

  Third, capital and industrial advantages. The vast number of overseas Chinese, especially entrepreneurs, possess substantial capital strength and global business networks. For example, Forbes Asia’s “2023 Malaysia’s 50 Richest”list ranked the top 3 wealthiest individuals as all ethnic Chinese. Among the more than 800 member enterprises of the China Federation of Overseas Chinese Entrepreneurs, a significant portion consists of companies with strong economic power and substantial investments in China. Consider this: since the launch of reform and opening-up, over 60% of foreign direct investment absorbed by China has come from overseas Chinese capital, and 70% of foreign-invested enterprises introduced are established by overseas Chinese. In Shandong, the first foreign investment came from overseas Chinese, the first foreign-funded enterprise was also established by overseas Chinese, and today, Shandong’s largest foreign-funded enterprise is also an overseas Chinese enterprise. These contributions have strongly supported Shandong’s reform, opening-up, and modernization efforts, demonstrating the significant role of overseas Chinese.

  Therefore, as we face the grand blueprint crafted for the 15th Five-Year Plan, it is essential for us, as organizations serving overseas Chinese, to fully leverage the strength of the overseas Chinese community. We must actively guide and encourage the vast number of overseas Chinese to harness their unique advantages as envoys of people-to-people exchanges, skillfully representing and voicing China’s story abroad in ways that are as gentle and pervasive as the spring rain—moistening things silently and imperceptibly. This will help the international community understand a real China and Shandong in a multi-dimensional and comprehensive fashion. By transforming “kinship,”“hometown ties,”and “friendship”into driving forces for progress, we can pool and unleash the immense potential of overseas Chinese. This will contribute to Shandong’s pioneering and leading role, helping to write a Shandong chapter in advancing Chinese modernization with the unique strength of the overseas Chinese community.

  Reporter:The 2026 Shandong Provincial Government Work Report emphasizes that Shandong must strive to advance high-level opening-up. Could you please share the specific initiatives and achievements of the Shandong Federation of Returned Overseas Chinese in mobilizing the resources of the overseas Chinese community to serve the province’s broader goals of “going global”and “attracting investment”?

  In recent years, to support Shandong’s high-level opening-up, we have developed a series of flagship initiatives such as “Entrepreneurship in China · Prosperity in Shandong,” “Overseas Chinese Gathering in Shandong,” and “Overseas Chinese Connecting Five Continents · Shandong Trade Worldwide." In 2025, to assist local enterprises and high-quality products in expanding into overseas markets, we launched the “Overseas Chinese-Assisted Export of Thousands of Enterprises and Products” campaign. The primary objective is to leverage the global resource network of the overseas Chinese community. Through integrated efforts in “network building, platform creation, point deployment, and capacity enhancement,” we aim to activate the rich resources of overseas Chinese, establish a “fast track” for government-enterprise-overseas Chinese collaboration, and inject strong momentum into Shandong’s enterprises and products as they venture into global markets.

  First, Weaving the Network: linking government, enterprises, and overseas Chinese to unite efforts for going global. By mobilizing the entire overseas Chinese federation system of Shandong, we strategically planned and laid the groundwork. We took the lead nationwide among overseas Chinese federations by issuing the “Implementation Opinions on the ‘Overseas Chinese-Assisted Export of Thousands of Enterprises and Products’ Campaign”, clarifying objectives, tasks, and safeguard measures to solidify policy as the "ballast." With strong support from functional departments such as the Department of Commerce of Shandong Province, we actively engaged with overseas commercial representative offices and financial institutions. Collaborating with overseas Chinese associations, chambers of commerce, and renowned overseas Chinese entrepreneurs, we leveraged their global networks and market resources to establish a synergistic framework of “government guidance, enterprise leadership, and overseas Chinese support.” This effort broke down information barriers, allowing collective forces to gather like grains of sand into a tower. Second, building platforms: facilitating point-to-point economic and trade matchmaking to achieve practical cooperation. Guided by the principle of “precise matching and efficient connection,” we focused on key industries and markets to establish economic and trade exchange platforms, enabling seamless collaboration between enterprises and overseas resources. Since the launch of the campaign, we have organized a total of 52 online and offline matchmaking events and trade talks, covering advantageous industries such as agricultural product processing, machinery manufacturing, and electronic information, facilitating cooperation worth nearly 1.8 billion yuan. During the Fourth Conference of Great Business Partners, we invited 30 overseas Chinese leaders to discuss collaboration. In partnership with the Department of Commerce of Shandong Province and the Dezhou Municipal Party Committee and Government, we launched the “Overseas Chinese Connecting Five Continents · Shandong Trade Worldwide” series of events, resulting in on-site signings by 14 Dezhou organizations. Targeting the potential of the South American market, we hosted supply and procurement matchmaking sessions, securing 160 million yuan in cooperation agreements. Moving from “casting a wide net” to “targeted irrigation,” every matchmaking event has yielded tangible results.Third, establishing overseas points:providing face-to-face services to strengthen the support system. To address enterprises’ concerns about going global, we innovated our service model by relocating support to the front lines overseas. We established six “Overseas Chinese-Assisted Export” service stations in key markets such as Europe, America, Southeast Asia, and the Middle East, serving as “bridgeheads” for Shandong enterprises to establish a foothold abroad. Staffed primarily by members of the overseas Chinese community who are well-versed in local regulations, markets, and culture, these stations provide meticulous services such as policy consultation, market research, project matchmaking, and dispute resolution. This effort bridges the “last mile” of service support, empowering enterprises to go global with greater confidence and assurance.Fourth, empowerment: providing practical full-chain guidance to enhance global competitiveness. To address challenges such as digital transformation and market operations faced by enterprises expanding overseas, we guided the Shandong-ASEAN Talent and Industry Research Institute to launch the "Overseas Chinese-Assisted Export of Thousands of Enterprises and Products" salon series, which has successfully held three sessions. Centered on “practical empowerment,”the salon series established a progressive system of “digital expansion—data-driven strategies—localized operations.”It invited overseas market experts and seasoned overseas Chinese entrepreneurs to share case studies, answer questions, and provide end-to-end guidance for going global. Additionally, it created a platform for enterprises to share experiences, fostering collective expansion and collaborative development, thereby continuously enhancing the global competitiveness of Shandong enterprises.

Those of us in the overseas Chinese federations are filled with motivation and are eager to share the good news and new opportunities from our hometown with overseas compatriots. Coinciding with Shandong’s GDP surpassing the 10-trillion-yuan milestone, making it the third province nationwide and the first in northern China to achieve this, Shandongnow boasts stronger foundations, greater vitality, and more opportunities than ever. This vibrant land, deeply rooted in the rich heritage of Qilu culture, is opening its arms to the world with renewed vigor and looks forward to embarking on a new journey of development together with overseas Chinese.

  To our fellow overseas Chinese, I wish to say: Shandong’s entrepreneurial environment is more favorable than ever, providing solid confidence for overseas Chinese businesses. Chinais unwavering in stimulating the vitality of market entities, with the development of the private economy receiving tangible legal safeguards and institutional support. From market access to fair competition, and from factor guarantees to rights protection, every link in the chain strengthens the foundation for development. When overseas Chinese entrepreneurs return to start businesses, they can not only benefit from precise policy incentives such as talent recruitment and project support but also thrive in a business environment that is market-oriented, law-based, and internationalized. The path forward grows ever wider, and the prospects ever brighter!

  To our fellow overseas Chinese, I wish to say: Shandong’s doors of openness are wider, offering vast space for cooperation. The motherland is advancing high-level opening-up with greater resolve, deepening and solidifying high-quality Belt and Road cooperation. As the gateway for opening-up in the Yellow River Basin and a key hub along China’s eastern coast, Shandong is building more high-level platforms for cooperation. Whether in attracting investment and talent, fostering industrial chain collaboration, facilitating cross-border trade, or promoting cultural exchanges and international market expansion, the unique advantages of overseas Chinese—their dual perspectives, familiarity with regulations both here and abroad, and access to diverse resources—can be fully leveraged. Everywhere, there are opportunities for mutual empowerment and win-win cooperation.

  To our fellow overseas Chinese, I wish to say: Shandong’s stage for development is more substantial, and now is the time for overseas Chinese strength to shine. The grand blueprint for the “15th Five-Year Plan”has been drawn, new quality productive forces are rapidly emerging, and efforts to strengthen and complement industrial chains are advancing steadily. Key areas such as rural revitalization, maritime development, and the integration of culture and tourism are flourishing across the board. China has always highly valued the wisdom and strength of the overseas Chinese community. Whether engaging in scientific innovation and industrial upgrading or serving as bridges for cultural exchanges and economic cooperation between China and the world, overseas Chinese can find their place and realize their value in contributing to the development of their hometown and the modernization of the motherland, moving in sync with the times and sharing its direction!

  Our fellow overseas Chinese have always held their homeland close to their hearts, demonstrating patriotism and love for their hometown. Now, as Shandong enters a prime period of development, opportunities are right before us. Let us carry forward the spirit of overseas Chinese, use our connections as bridges, join hands with shared purpose, and pool the vitality and wisdom of our community.
